Q: Which parks are maintained and operated by Manson Parks?

A: Formed in 1971, Manson Park and Recreation District now includes Willow Point Park, Old Swim Hole, Manson Bay Park, Manson Bay Marina, Leffler Field, Singleton, Old Mill Boat Launch, and Wapato Lake Campground.

Q: What is Manson Parks asking me to vote on?

A: Manson Parks is asking voters to consider the 2025-2027 Maintenance and Operations (“M & O”) levy proposal, which will appear on the April 23, 2024 Special Election ballot.

Historically, the voter-approved levy provides funding for a large percentage of the costs to maintain and operate our parks. Manson Parks is asking for up to twenty-three cents per

$1,000 of assessed property valuation. This amount is well below the statutory limit of sixty cents per $1,000 of assessed valuation, and is the same factor passed on the previous levy. RCW Chapter 84.55 limits future increases.

Q: If approved, what will my money go toward?

A: Tax revenue is utilized per RCW 36.69.130 for facilities, equipment maintenance, and other recreation functions. This includes the costs of turf maintenance, landscaping, cleaning restrooms, providing recreation programs, maintaining mowers and vehicles, and much more. A portion of the funding may also be designated for planned replacement of infrastructure and facilities.

User fees such as Annual Boat Launch Permits, marina rental fees, and camping fees help to offset M & O expenses; however, many facilities do not generate any revenue.

Q: How does Manson Parks cover the cost of property acquisition and special projects?

A: The cost of acquiring property for public use has traditionally been covered by State grants and private donations. Projects are funded in the same way.

The Singleton Park Community Playground was funded in large part by private donations. Multiple State and local grants were also used.

Manson Parks’ portion of Leffler Field was funded by State grants and private donations.

Singleton Park was donated by the Singleton family many years ago.

The redevelopment of Old Swim Hole (our off-leash dog park) will be taking place in 2025, and is funded through a combination of local and State grants and agreements.

Q: What percentage of ‘yes’ votes are required to pass this levy? A: Voter approval must be at least 60 percent.

Q: What taxing rate have voters approved in the past?

A: Voters generously approved a taxing rate of “up to $0.23 per $1,000 of assessed property value” for each of the following years:
